Yeah, that’s right. It is about another pronouncing for uu, but it’s represented by vocal u only. We can see in English that use latin character. The character j and z have similar pronouncing, that’s like for the s and x character. In mandarin language, if the word beginning in j or x, then with the u character, it will be pronounced uu, and the u pronouncing will use the character z and s. See the sample below for detail:

定居 spelling ‘ding(4) ju(1)’ with means ‘settle down’
或许 spelling ‘huo(4) xu(3)’ with means ‘ maybe, perhaps’
猪 spelling ‘zhu(1)’ with means ‘pig’
书 spelling ‘shu(1)’ with means ‘book’
